PARTY leaders celebrated the co-operation agreement for delivering Senedd reform, a public energy company and 15 million free school meals.

The Welsh Labour and Plaid Cymru leaders hailed the success of the co-operation agreement signed by the parties two years ago.

First Minister Mark Drakeford said: “Over the last two years we have worked closely together on a wide range of commitments which are making a real difference to people all over Wales.

“From free school meals in primary schools and expanding childcare for two year olds to investing in flood defences,” Mr Drakeford said.

Plaid Cymru leader Rhun ap Iorwerth said: “Working together where we have common ground is grown-up politics and good for Wales. 

“The co-operation agreement sets out a range of specific policies where we have made a commitment to work together and this second annual report sets out the progress we have made.”

The latest report details the two parties have launched a publicly owned energy company for Wales, Ynni Cymru, claiming it will unlock the country’s green energy potential.

More controversially, legislation for Senedd reform has been introduced which, if passed, will increase the number of politicians from 60 to 96 who will be elected at the 2026 election using a closed-list system.

The proposals have come under fire for placing control of the closed lists with political parties and for the delayed attempt to introduce legislation for greater equality of men and women elected. 

The free school meals programme has delivered 15m meals and more than 6,000 nursery-age pupils will also become eligible for it by the end of 2024.
