RUSSIA will not allow a new deal to allow Ukraine to export grain through the Black Sea until the West meets its obligations to facilitate Russian agricultural exports, President Vladimir Putin said today.

He made the statement following talks with Turkish President Recep Tayyip Erdogan.

Ukraine and Russia are major suppliers of wheat, barley, sunflower oil and other goods to developing nations under a UN deal, but Russia refused to extend the deal in July.
