BRAZIL called on the international community today to explore new global governance mechanisms to help countries meet their climate goals under the Paris Agreement.

In a letter, the Brazilian Cop30 presidency of the forthcoming Cop30 climate conference highlighted the gap between climate pledges and real-world implementation, with current action pointing to a temperature rise of around 2.6°C — far above the Paris target of staying “well below” 2°C.

“The international community should investigate how climate co-operation could become better equipped to accelerate implementation,” the letter said. 

The proposal builds on President Luiz Inacio Lula da Silva’s call at last year’s G20 summit for the creation of a body to ensure countries keep their commitments.

Brazilian Cop30 president Andre Correa do Lago Lago told journalists on Wednesday that the UN Framework Convention on Climate Change lacked the authority to enforce implementation. 

Instead of pushing reforms through Cop30 directly, today’s letter recommends the United Nations general assembly as the forum for debate.

The proposed reforms aim to improve co-ordination, speed up knowledge-sharing and more effectively align resources.

Brazilian officials have acknowledged that the idea is in its early stages, with no immediate breakthroughs expected.
