Tory plans to scrap the cap on tuition fees could double the amount of debt dumped on graduates, a leading education adviser warned yesterday.

Aaron Porter predicted that Britain's 24 Russell Group universities could charge £16,000 a year if the Tories turn higher education into a free-for-all.

The former National Union of Students president warned that such a step would cause other universities to rush to impose higher fees.
