PM Sir Keir Starmer is replacing another top civil servant in his No 10 team after less than a year.
His principal private secretary Nin Pandit was appointed in October amid the high-profile departure of Sue Gray as chief of staff.
Ms Pandit previously ran the Downing Street policy unit while Rishi Sunak was prime minister. Before joining No 10, she was chief of staff and lead policy adviser to the chief executive of NHS England.
It is understood that she will lead on the delivery of key priorities in No 10 from September, with recruitment for a new principal private secretary under way.
Sir Keir's director of communications Matthew Doyle also left Downing Street in March after nine months in the job.
Ms Gray was appointed to the Lords as Baroness Gray of Tottenham in December, after Downing Street said she had decided not to take a newly created role as “envoy to the nations and regions.”
