Harney was knocked out when he fell from the David Pipe-trained Micronormous at Fakenham and doctors have not allowed his licence to be reinstated after scans revealed lingering brain damage.
The 23-year-old from Cork made his British debut in November 2021 and went on to ride 21 winners.
